The Revolutionary Black Panther Party (RBPP), and Dr. Alli Muhammad MD, issues the following official statement to affirm our unwavering commitment to anti-terrorist, anti-extremist, anti-violent-crime, public safety, lawful community defense. The RBPP is, and has always been, an organization grounded in humanitarian service, constitutional law, and international law and human rights standards.
We reject any kind of terrorist actions or extremism or any kind of violent crime, we believe that violence should only be done lawfully, as to say in self-defense or protect and preserve one's life from violent crime, or eminent threat or danger.
1. The RBPP Rejects Terrorism of All Forms
The RBPP also rejects, condemns, and opposes all acts of terrorism, whether committed by individuals, groups, or state actors. Terrorism is antithetical to our mission and violates:
- The U.S. Constitution
- International Human Rights Law
- UN protocols on the protection of civilians
- The moral and ethical principles of the Black liberation movement
The RBPP does not engage in, endorse, or permit any action that uses violence against civilians or any form of coercive extremism.
2. The RBPP Is Firmly Anti-Extremist
Under the direction of Dr. Alli Muhammad MD—the RBPP adheres to strict ethical and humanitarian guidelines. We oppose political extremism, violent radicalization, and any ideology that encourages harm, hate, bigotry, or unlawful acts.
The RBPP is rooted in:
- Community service
- Youth development
- Conflict resolution
- Nonviolent protests
- Legal and peaceful community defense
We would never start a riot or incite one.
Our mission is protective, not provocative.
Constructive, not destructive.
Humanitarian, not extremist.
3. The RBPP Is Anti-Violent Crime and Actively Works to Reduce Violence
The RBPP is committed to reducing violence, preventing crime, and interrupting harm in our communities. We work tirelessly to build:
- Youth violence-prevention programs
- Anti-bullying education
- Conflict mediation
- Behavioral health and trauma services
- Community security patrols focused on de-escalation
- Food, housing, and economic support programs
- Anti-police brutality and police terror
We oppose violent crime in all forms, and we work daily to prevent it through community-based solutions proven to save lives.
4. We Condemn Blue-Identity Extremism and Blue-Identity Terrorism
The RBPP stands against state violence, racialized policing, and unlawful use of force by individuals operating under the color of authority. Acts committed by law enforcement that terrorize, profile, brutalize, or violate human rights are forms of blue-identity terrorism and extremism, which we unequivocally reject.
The RBPP responds to such abuses through:
- Documenting violations
- Legal advocacy
- Public protest
- Humanitarian intervention
- Community protection within the bounds of the law
We defend our people without resorting to violence or illegality.
5. We Strongly Oppose Terrorism and Ethnic Cleansing Carried Out by ICE
The RBPP condemns the documented abuses committed by ICE agents and facilities—including:
- Brutal raids
- Kidnapping-style arrests
- Torture-like conditions
- Racial profiling
- Family separation
- Abuse of Black, Brown, immigrant, and refugee populations
Such practices constitute human-rights violations, and in many cases, meet international definitions of ethnic cleansing, systematic persecution, and state terror.
The RBPP stands firmly against this violence.
We stand firmly with the victims.
And we stand firmly on the side of international law.
6. The RBPP Is a Humanitarian and Civil Rights Organization
The RBPP is a 501(c)(3) nonprofit, a civil-rights movement, and a humanitarian institution dedicated to:
- Protecting vulnerable communities
- Advancing human rights
- Standing against racism, bigotry, fascism, and xenophobia
- Defending civilians from violence—whether community-based or state-sanctioned
We are not extremists.
We are not criminals.
We are not violent actors.
We are a human rights organization responding to the needs, dangers, and abuses faced by Black, Brown, immigrant, and oppressed communities across the United States.

The Revolutionary Black Panther Party (RBPP) and Dr. Alli Muhammad MD affirm:
We are anti-terrorist.
We are anti-extremist.
We are anti-violent-crime.
We are pro-human-rights, pro-community, and pro-peace.
We stand for justice.
We stand for lawful defense of the people.
We stand for protection of human life.
We stand against all forms of terror—state or non-state.
This is our official and unwavering position.
